Oman is moving from PDF and paper invoices to structured electronic invoices under a national programme called Fawtara, run by the Oman Tax Authority (OTA). If your company is VAT-registered, it will affect how you issue and receive invoices — and the system you use to create them.
What is Fawtara?
Fawtara (from the Arabic word for invoice) is Oman's B2B e-invoicing framework. Instead of emailing a PDF, a supplier's system creates a structured electronic invoice that is exchanged with the buyer through accredited service providers, while the invoice data is also reported to the OTA. The model is based on Peppol, the same network used in many other countries.
Who has to comply, and when?
The rollout is phased. It starts with a group of the largest VAT-registered companies selected by the OTA, then extends to all large taxpayers, then to remaining VAT-registered businesses (including SMEs), and finally to government entities. Published timelines have been revised during 2026, so always confirm your own phase using the OTA's rollout checking tool on the Tax Management System portal before you plan your project.
What changes for your business
- Invoices must come from a system, not Word or Excel templates, so the data can be structured and validated.
- Master data must be clean: customer VAT numbers, addresses, item descriptions and tax categories.
- Credit notes and corrections need to be linked to the original invoice.
- Incoming invoices from suppliers will arrive electronically, so your purchasing process needs to accept them.
A five-step readiness checklist
- Confirm your phase with the OTA rollout checking tool.
- List every place your company creates invoices (branches, showrooms, projects).
- Move all invoicing into one ERP or invoicing system.
- Clean customer, supplier and item master data, including VAT numbers.
- Choose how your system will connect to an OTA-accredited service provider, and test early.
